The "tax collectors and sinners" theme runs through Q and so it would not be surprising to find a Mark-Q overlap in this passage, but both Matthew and Luke seem to be following Mark here.

Edwards (Hebrew Gospel, 303) notes two Hebraisms here, but neither are unlukan.
11καὶ ἰδόντες οἱ Φαρισαῖοι ἔλεγον τοῖς μαθηταῖς αὐτοῦ 16καὶ οἱ γραμματεῖς τῶν Φαρισαίων ἰδόντες ὅτι ἐσθίει μετὰ τῶν ἁμαρτωλῶν καὶ τελωνῶν ἔλεγον τοῖς μαθηταῖς αὐτοῦ 30καὶ ἐγόγγυζον οἱ Φαρισαῖοι καὶ οἱ γραμματεῖς αὐτῶν πρὸς τοὺς μαθητὰς αὐτοῦ λέγοντες
11διὰ τί μετὰ τῶν τελωνῶν καὶ ἁμαρτωλῶν ἐσθίει διδάσκαλος ὑμῶν ; 16ὅτι μετὰ τῶν τελωνῶν καὶ ἁμαρτωλῶν ἐσθίει ; 30διὰ τί μετὰ τῶν τελωνῶν καὶ ἁμαρτωλῶν ἐσθίετε καὶ πίνετε ; Matthew's and Luke's decision to change this to a question is significant, but not significant enough in light of the lack of evidence otherwise for Q's presence here.
12 δὲ ἀκούσας εἶπεν οὐ χρείαν ἔχουσιν οἱ ἰσχύοντες ἰατροῦ ἀλλʼ οἱ κακῶς ἔχοντες. 17καὶ ἀκούσας Ἰησοῦς λέγει αὐτοῖς [ὅτι] οὐ χρείαν ἔχουσιν οἱ ἰσχύοντες ἰατροῦ ἀλλʼ οἱ κακῶς ἔχοντες 31καὶ ἀποκριθεὶς Ἰησοῦς εἶπεν πρὸς αὐτούς οὐ χρείαν ἔχουσιν οἱ ὑγιαίνοντες ἰατροῦ ἀλλὰ οἱ κακῶς ἔχοντες
13πορευθέντες δὲ μάθετε τί ἐστιν ἔλεος θέλω καὶ οὐ θυσίαν Matthew adds the same phrase in Matt 12:7, where there is more evidence of Q's presence. His addition of the phrase here need not be explained by a source that had this event.
13οὐ γὰρ ἦλθον καλέσαι δικαίους ἀλλὰ ἁμαρτωλούς. 17οὐκ ἦλθον καλέσαι δικαίους ἀλλὰ ἁμαρτωλούς. 32οὐκ ἐλήλυθα καλέσαι δικαίους ἀλλὰ ἁμαρτωλοὺς εἰς μετάνοιαν.
